balance tube option?

I came across a photo on the internet of a Europa with the "federal" emissions gear removed. It appears in addition to blocking off the crossover tubes port they have added a nipple at the "Y" junction of each intake manifold (integral with head) and connected them together with a rubber hose. Could this be mandatory as the hollow casting is not sufficient to act as a "balance tube".

I don't think that's necessary. Did you notice if they still had brake boosters? If not, maybe that was their way of blocking off the holes.

The standard casting is quite capable of acting as a balance pipe.
