You can see it in the Elan parts manual at RD Enterprises' web set:

Click on "Elan", then "Body", then "Attachments". The clamp is Item #20, 036 B 0599. There seem to be different bolt lengths dpeneding on whether you have bolt-on or peg-drive wheels.

Here is what I have in my Sprint, I made the bolt into a ?wing bolt? for ease of use.

Here is my spare wheel clamp, which looks like Roger's. I had it chromed in the late 70s (sorry about that, but I was young then).
Here's an idea, employed in that photo. I cut off the head of a long stainless steel bolt of the right size and thread, then bent the shank to make that handle. Two nuts secure the clamp loosely to the handle, so it doesn't come off.
