S4 Steering column?

I'm thinking i have a bit missing some where along the line.
I am just assembling my steering column to go in the car and i have found this picture of what the assembly is supposed to look like
I've searched through my boxes of bits and i can't seem to find part 21 or the other side of the clamp or the bar with the round clamp that seems to go through it? also whats odd is there doesn't appear to be any marks on the column where they where attached? That said i have two holes next the the cut out in the dash which i assume the bracket would fix too? (excuse the dust)
So does that mean i have a bit missing??

Thing is there isn't allot of parts left to fit now so the mountain is more like 2 or 3 boxes now.
The Problem is i didn't strip it, the PO was meticulous with his disassemble but its looking like the has a box still lurking at his house, as you say it must have had one so it can't be too far away.

Phil is right, you need all three holes, so that red push button has to go. There should be some chrome headed screws to fix the bracket, once you find one. That could be tricky if you really haven't got it. Here's a photo I took of the back of the dash showing the bracket fixed in place.

Yep that's missing, taken the place apart and i can safely say its not here.
I can see whats coming next, this is going to be one of those parts made just for the Elan that's like hens teeth to get hold of.
Not having much luck this week, ahh well.

Grizzly,
Yes it's the only Lotus only bit of the steering column but don't despair totally. I'm going to see a friend of mine who has a casting company (metal not actors!) with the objective of having some remanufactured.

Two more pictures of the steering column and the bracket.
The black half pipe with the clamp is used to hold the cables of the stalk-switches in place.
Cable ties might be an option.
