It looks to me like you have removed only the button from the centre of the horn push, the body of the assembly is still in the wheel boss. Prise that out and you should then see the retaining nut.

Gently lever out what is left of the horn push and you will see the nut below...

Oh dear!
It appears that the components of horn push have parted company. (It's fallen to bits!)
I think you will have to find a way of removing those parts of the horn push from the steering wheel & re-uniting them with the parts you already have in your hands.
Do your best to get that bit right because replacements are not cheap or easy to find.
Anyway, by now you should be able to see the large hexagon nut that keeps the steering wheel onto the serrations of the steering column.

Thank you for all the advice.
Wheel is off and prepared for reprint. Once painted, should the paint be covered in clear lacquer ?
Also for the aluminium wheel spokes, any advice on cleaning them? Again lacquer finish coat?
I'll post end results when done.
