I used a Raceparts (UK) Ltd boss, code RTQ75Y with a 1'' dia blank slug for welding onto the column. This used a collar to release but is only suitable for a modern 6 bolt steering wheel. I will send you a pm with the raceparts page.
Lifeline (www.lifeline-fire.co.uk) sell a boss that fits a classic nine hole steering wheel but I do not know if they sell the slug, look under heading data sheet hole.

You can try these guys: http://snapoff.com/
They have systems for Momo (6 bolt) and Monolita (9 bolt) both with and without key lock.
The flange has a stud pattern so you can?t interchange them.
A friend of mine has it his Elan, it works fine but moves the steering wheel about 20 mm closer to you.
