Steering rack shims

When shimming the steering rack on an Elan does the 2.19" (55.6 mm) dimension apply to the distance from the centreline of the front lower wishbone stud to the base of the rack OR to the centreline of the rack?

Reasonably easy if the body and the top front arms are off. Otherwise you need to come up from the bottom studs. I will defer to others on your original question - my guess is that the measurement is to the top of the shim stack, not the base or centerline of the rack, but I am not sure.
