Steering Outer Column and bracket rubber?

I have a question relating to the outer steering column tube and the upper alloy bracket that mounts behind the dashboard. Should there be any sort of flat rubber or similar product fitted between the column and the bracket before fitting the upper lower support clamp?

Yes there should be a circular rubber insulator. I use commercial vehicle inner tubes as a source of material for this sort of thing as it's readily available to me but I'm sure you could find something suitable. I've seen oil seal felt used here too, that should be fine.
