A euphoric posting: After spending hours trying to get my heater valve to shut off completely, including sorting all the constituent components, I walked off and left it. Went back to it later in the evening and tried it, and it worked beautifully--the 3 in 1 oil must have got through eventually.
I can fully understand a posting from another owner in the archives namely, "I have a deep hatred of the heater control valve". I forget who it was by but it was a great statement and made me laugh.

I've learned to clamp down on the cable with the valve closed and the knob out about 3/16". Then when the knob is pushed in completely, the valve will actually close. The inner wire is loose enough in the housing so that it needs that extra bit to develop enough push to close the valve.

Tis truly a heater valve without a father!
When I have totally and irrevocably had enough of it I will install a repacement with the advice of other pour suffering souls.
I spoke to Sue Miller today on other matters and she thought that the expression "deep hatred" (per Pete) was also applicable to doughnuts, brake master cylinder, handbrake, door fittings, window mechanisms and others!
How can such simple functionality result in such suffering?
