differential mounting washer fit

I have a 1969 Elan Plus2, 50/1510. I have the original diff mounts and I have the thick 2 inch washers1/8 inch thick with a 3/8 inch hole. The fit of mine would seem to contradict what the manual states. The centre bush through the rubber diff mounting is 5/8inch in diameter overall, so this bush sits on the top of the washer, the washer does not slide onto the bushing to support the base of the rubber bush. Is this correct?

Or, should the hole in the washer be 5/8inch so as to slide over the bushing to allow it to support the base of the rubber bush??

The tube should be shorter than the rubber bush so when the bolt and washers are fitted the rubber is compressed until it matches the tube length at which point the bolt locks up rigidly
