Welding up and and re-machining the circlip area is certainly possible. Machining a ring and then welding the ring in place may be easier than building it totally by welding. I have seen both done
It also looks like a new diff output shaft has been made in two pieces and the arms end welded to the new plain shaft.
I tried that a couple of times many years ago but could never get them to last under racing stresses. The welds always eventually failed rapidly. Maybe they would last longer on a road car

Previous owners solution. It is for road use and worth checking along with the doughnuts once the car is In use.
Diff just refitted this morning, note diff o/p spider L.H; is assume original.
Made a big difference refitting after grinding off casting at front of diff.
