Is there a special tool for pushing back the pistons in the brake calliper s I find them very stiff.
Also is it best to replace old rusted original discs or have them skimmed. A local engineering company to me states its a quick inexpensive job to skim my discs.

Generally I push the pistons back by levering a screwdriver between the pad & the disc.If the caliper pistons are hard to push back into the caliper then the piston is probably rusty. Maybe it's time to rebuild the caliper? Both rebuild kits (seals) & new pistons are readily available.
New discs are relatively inexpensive, Matty lists fronts for ?12.50 & rears for ?24.50, don't bother with skimming! The thinner a disc gets the more likely it is to warp.
