Yes - that is correct. The pressure in the brake lines is the same so the clamping force on the disk is proportional to the area of the caliper pistons. The rear pistons are smaller and hence the braking is less.

Whether single circuit or tandem master cylinder, the pressure is the same. The rear caliper pistons are smaller diameter than the front so the force on the rear pads is less by the ratio of the piston areas.
