Sprint handbrake pads and tree set up

Hi
A stupid question I realise but ... what is the purpose of the bars which rest against the back of the handbrake pads. They are in 2 halves bolted together and fixed through the casting.
What is their function and how should they be set up.
Also, when fitting rose joints to the rods from the handbrake tree to the levers which operate the handbrake mechanism, should they be on top of the tree or underneath and on the calliper, towards the front of the car or the rear?

The bars are springs to lift the pads of the disks. They need to be reset when fitting new pads by bending them as needed to ensure the pads lift evenly off the disk when the handbrake is released. If this is not done then the new pads will rub on the disk and normally one of them ends up wearing very rapidly.
