You need to remove the front grille ( four screws: two on upper edge, two on lower edge) this gives you easy access to the two inner bumper bolt nuts , access to the two outer bumper bolt nuts is a lot easier if you first unbolt and drop the foglights...Tony

Two tips:
1. After rechroming, paint the back of the bumper with Dinitrol 4941 or similar high build wax undercoat before refitting.
2. Replace the original bumper mounting nuts and spring washers with stainless nylocs, which means you only have to pinch them tight (not structural like on real bumper) so you don't overtighten which can round out the square mounting holes in the bumper, and it's easier to undo in the future...Tony

Once re chromed you may find that the squared mounting holes have been reduced due to the heavy copper plate used in the plating process such that the original square shouldered bolts no longer fit.
I bought some stainless domed headed set screws with 1/4" shanks and polished them up to a mirror finish and used those instead
Some rubber buffers go between the bumper and the bodywork or you can use a 'stack' of rubber penny washers to take up any intolerance and protect the fibreglass when you nip them up
