Well the owner if he/she is still around should be traceable through the Reg number and DVLA I would have thought.
The black straps indicate it may have had a cover on it at some point.
I agree that is very sad to see it just languishing there and just needs someone with some time, and money, to give it some long term TLC.
Go on...you know you really want to own it!

DVLA will no longer release personal information.
Apart from, is it taxed, or has it got an MOT, they will not tell you anything unless you own the vehicle and even then very little, no history. Privacy rules you know!
