The only plus 2 model I have seen is a 1/43 white metal kit from SMTS of Hastings, I bought the last two i could find, I let Matt have one (have you made it yet bud?) and still have the other. Its quite detailed with etched bright parts and transfers but doesnt have any under bonet detail. I'm going to wait till my car is finished and paint it to match

If someone were to make a detail 1/24 scale of the Plus 2 (or Elan, for that matter) capable of R/C, I'd be interested. An Elite 14 would get me really excited.
Kyosho manufactured a 1/24 R/C Europa TC which I have. It's very nicely detailed, better quality than many of the available kits. Mine only has a Dino Ferrari to play with now, though plans include adaptation of the Kyosho chassis to one of my other Europa or Elan kits. Now that I have all of the older Lotuses in 1/43, completing the set in 1/24 would be nice.
I think you would be very hard put to fit a nitro engine into one of these cars at 1/24 scale.

http://www.lotusdriversguide.com/Modelcars/index.php gives you a list of Lotus model cars. If I remember well no mention of a +2.
