Does anyone know if the Smallest Cog is an actual business or just a TV gimmick?

I've been looking for a website or contact number for them but can't find anything.

I heard it was managed by a guy with first name “Arthur”. The surname I think was “Daily” if I recall correctly. Something about needing a source of bangers to race for the next TV episode.
