Or is it a glowing (really outboard) drum brake ?

Maybe this 'light' is the latest version of the Goodyear (I think) tyres that were made of transparent rubber and which were internally illuminated.

Sometime early in the 1960's saw these on a car outside the Opera house theatre in Manchester, from memory they lit up a a sort of neon orange/red colour,

Reminds me of some electronic light messages I saw at SEMA years ago, that could be programmed to display flashing messages in the wheels as you were driving. Useful for politely passing messages like "Hang up and drive", to distracted drivers.
