Re-commissioning Elan 2+

A mate of mine left his Elan 2+ 130 at a car restorer here in Poland 6 years ago. I volutered to recover it and get it going. There was alsorts wrong, leads in wrong order, no plug gaps, not contact breaker gap etc. It is a non-vacuum advance dizzie on it and it has a pair of Dellorto DHLA 40's.
So far I've sorted the firing order and reset the plugs and points plus new condenser, cap and rotor arm. I have not gone under the base plate to check weights and springs.
The carbs were stripped down and cleaning in my ultrasonic bath and all jets cleaned. Re-assembled with a service kit (new seals and gaskets). Idle screws at 3.5 turns and the venturis are balanced at around 5 bar.
The Dizzie (45D) was re-installed with cap screws at 12 and 6 and rotor arm at 9 which then became 10.30 when inserted. Crank at TDC.
I've even check the fuel pump and after cleaning the tank and lines all appears good there are well.
It starts and idles for 1-2 minutes then cuts out. It will not rev. It's getting a new coil tomorrow.
Do I need to set the crank at 12deg BTDC or at TDC?
Any other idea's. My Maserati Indy wasn't this hard.
