All I know is that you want them to squirt fuel about 6 foot when you rapidly open the butterfly.
Note that the squirt is controlled by the springs etc on a return stroke and is independent of the speed with which the butterfly is opened (provided it is faster than the springs etc).

I don't think it is the stroke that is measured but the volume of fuel squirted..
