floats not level - what issues could this cause?

Stripping the webers as you know.
The float in the rear carb looks like this:
I can see where the float bracket is a bit bent - not sure if done intentionally to 'tune' one cylinder or not.
I think one float spacing is only about 6.8-7mm. The higher float looks like it is a lot nearer the 7.5mm.

A good example of why Keith Franck's method is the one to use for correct "float level". The important factor is the fuel level, not the float level even though the latter is the control for the former. As far as adjusting one chamber different to the other, that will not make any difference between cylinders fed by the one carb. The floats just act to shut off fuel entering the float chamber when the level is at its setpoint. There is just a single valve per carb as seen in the photo.
