A good close fitting screwdriver essential for these brass babies. And maybe a sharp but restrained tap on the screedriver handle to break any seal in the threads.
Once the screws are out you can grapple with the plate iteslf! Hard to get purchase around the edges

You do need to remove that cover to replace bearings.

I would try the following
1. penetrating oil soak of your choice
2. heat and chill cycle by warming the casing with a hot air gun and then a cold spray on the screw
3. impact screw driver ( you hit it on the end and it drives the blade in as it twists it slightly)
4. deepen the slot with a dremel and thin cutting disc
5. grind a screwdriver blade to match the depended slot
6. another go at 1,2,3
7. drill it out down the centre, more heat and chill cycles into the drilled hole and then use an extractor
8. keep drilling the hole bigger until the screw collapses
eventually they all come out

Are you sure the spindle bearings are knackered? Passini says it's best to leave the spindles alone unless absolutely necessary.
