Having a rebuild of my s4 on stromberg and cant locate this part.
I have the one that goes to the engine. Assumed the airbox one would be different as goes into thin metal.
I appear to have a flat thick rubber washer at present, but could be a sheared off grommet.
Any ideas?

The parts list shows it to be a grommet, but gives it a Lotus part number instead of a common grommet designation.
You have all the information you need at hand. A few quick measurements of the parts you have will tell you what grommet you need. Here's a page from McMaster-Carr showing the dimensions that you will need to identify the grommet. With that info you should be able to find a UK supplier that can provide one if the usual suppliers of Lotus parts come up short.
