I thought Strombergs were first fitted on S4's ? Did the U.S. S3's have Strombergs?

My 1967 Elan SE is a Super Safety invoiced Nov. '67 and it has Webers.

Looks like the "wide" radiator from an earlier car, common drop in replacement. The dual fans also is a modification as standard cars only had a single fan. I guess the car spent some time in a warmer climate.
'73 +2 130/5 RHD, now on the road and very slowly rolling though a "restoration"

My car is a 1968 S4 FHC. I have a Webber cylinder head, with a Stromberg bonnet. The car has the same radiator as yours. I have owned the car since 1979, and think it is the original radiator. One of my friends describes my car as an S3.5. The car has the crash pad from an S3 as well.

The wide S3 style radiators were standard on S4's exported to "Hot Climate" countries. All locally delivered S4's to Australia came with the wide radiators.
The dual fan arrangement in the photo appears to use the factory standard components for the later S4 and Sprints that used a single electric fan but just duplicated. I have never seen a dual installation like this before so hard to know if done by the factory or a later change. However I thought the electric fans where introduced around 1970? My 68 S4 certainly had an engine driven fan originally.

I think that is normal for an S4
As is a cylinder head swap and Webbers and the wide radiator is a drop in if you can get one.
The 68 and early 69 S4's had the S3 style crash pad. Sometime in the second half of 69 they changed from the large single metal dash vent to the two smaller vents.
The wide radiators were a standard Triumph Spitfire item of the era and were still readily available a few years ago when I got mine from Triumph suppliers. You just need to relocate the fill cap to the side and reorient the hose connection pipe stubs to suit the Lotus installation, Putting in a 3 row versus the standard 2 row core also helps.

I have a 1969 US S4 (actually manufactured in 1968). The radiator is smaller and the top hose is the standard bent one-piece Item. Those are probably the thermostat controls for the non-standard fans spliced into your hose. Otherwise your compartment seems pretty original.
