If you mean the valve that allows coolant to flow back into the radiator? yes, it does, but it's not going to do anything if the top of the cap does not seal against the radiator neck at the top surface.

Quick google search brought up this from Car Builder Solutions in the UK.

Two SS, 10lb, radiator caps, with seals, about a third of the way down the page. Both recovery type. One with depressurising valve.

How do you know it has 2 seals?

There are plenty of 10 psi radiator caps that will fit, the only way you know it will be suitable for the Elan with a Recuperation system is to specify a part number. I will see if there are any identifying marks on my old one that was "Made in Mexico" & works.

Well regarding the correct Radiator Cap pressure this is slightly confusing...
My +2 Lotus Workshop Manual says the Cap pressure should be 7 lbs sq in.
My '71 +2 Lotus Parts Manual says that up to Chassis 0927 it should be a 10lbs sq in radiator cap and from Chassis 0927 it should be a 7lbs sq in cap.
Just checked my car and I see that currently fitted and seemingly working fine I have a 13lbs sq in Cap fitted!!
