Headlight question

The RH headlight is only coming up halfway and the spinning top also stops. I can manually wind it to the top, and when I switch them off, they both return to the bottom fine.
Is the something that tells the motor to switch off when the lamps reach the top, and mine’s telling the lamp to stop too early?
