'Stabilizer' is strong word for what (in engineering terms) is a piece of junk. Couple of points if you aren't used to the damn things:
1. the case has to be earthed for it to work. This is usually via the fixing lug which attaches to the back of an instrument case - which itself is earthed. Yours looks like it might have an earthing spade connector as well.
2. For some strange mechanical / gravity / heat flow reason, the thing has to be mounted the right way up. There is an arrow on the back with "Top" next to it. Make sure this points up.
Were it me, I would replace with a modern electronic version that really is a stabilizer.

Thanks to all for the clarifications for the "stabilizer" . As it seemed to work ok I'll leave it where it was, screwed to the back of the instrument.
Meanwhile I had another look at the mystery switch and it has a green and a black/white wire connections. As the only place I can find a black/white wire is in the rear wiring loam I can only think it was for a fog light?

Geni, here is a link to Moss Motors with the item. Unfortunately it is on back order right now. And I couldn’t see one on eBay either. Perhaps search on Smiths Voltage Stabilizer 10v electronic. Aftermarket ones were pretty commonly available; not sure if it is a Covid thing right now.

A modern 10v regulator are widely available for a few pence, just requires a few wires soldering on. There nothing special about the one on the elan or its needs, just comes in a can from factory.

The voltage regulator used in this (and all the solid state versions I have seen) is the LM7810, part of the LM78XX family where XX is the output voltage. It is probably the oldest analogue 'microchip' still in production and can be traced back to a 1969 design by National Semiconductor. Period correct for the Elan!
There must have been hundreds of millions of these things made. A bit of searching on eBay finds a pack of 10 for £3.85. That they are still being made is quite a testament to the original designers.
