voltage regulator limits

Well I finally had some success.
Was able to free the starter with a wrench on the starter itself. Once free it started right up.
Voltage regulator tops out at about 17.5 well above 3000 rpm. not sure the voltage at 3000- the elan tach does not work and need to grab another volt meter to test both rpm and the voltage. Temp in garage is in 30's F.
Frank was your advice for polarizing the generator for a negative earth vehicle? following your advise and re-reading the manual (needing to translate 60's English to 07 American) I finally understand what the manual says and got my positive earth vehicle generator polarized.
could the Generator being not properly polarized damage the voltage regulator? I could not tell from the earlier answers.

Robb,
Yes. I didn't remember you saying that you had a positive earth car. If you connected to the negative side of the battery, you did the right thing.
Your high voltage reading is the result of either a bad voltage regulator or the voltage regulator being out of adjustment. The workshop manual describes how to adjust it.
