Looks like a magnetic pickup for a distributor. I don't know the brand but similar units are used with electronic ignition systems such as Luminition. The unit replaces the points and needs to be connected to a suitable electronic control module.
There were several other brands years ago but only a couple seem to remain.
Very beneficial on the Elan since the points are difficult to get to under the carbs.
The electronic system needs virtually no maintenance once set up and gives a great spark.

Quality Pertronix product. Replacing your points with this Pertronix 12v Ignitor 2 on your 009 distributor should save you money and improve the performance of your classic VW. The Pertronix Ignitor 2 provides an upgrade on regular points by delivering timing that is accurate to ¼ degree through the rev range. It requires no further maintenance and is simple to fit with an easy 2-wire hook up - no further wiring is necessary. Best of all, you can expect an overall reduction in fuel consumption of at least 15% compared with existing points. Brand new points will initially give similar performance to Ignitor, but points performance rapidly degrades due to mechanical wear and burning: ignitor does not degrade in this way, producing more power than points over time.

Found the answer (I think). The car currently has a Pertronix LU148P12 in it which has the black Ignitor
'box' with two black wires. This unit I'm trying to i.d. looks like the Ignitor II replacement. After pulling the
cap, this unit looks like it will replace the unit currently in the distributor.
Now I just need to find out if the Ignitor II has any advantage(s) over the Ignitor.

How do Ignitor® II Kits work? The same way as the original Ignitor®, but the Ignitor® II senses current levels at the coil and adjusts the dwell to maintain peak energy throughout the entire RPM range. Dwell angle is increased or decreased with changing engine RPM and operating conditions.

On my Sprint i fitted "hall effect" simonbloc about 8 years ago and runs perfect.
Also cheap.
For a standard road car i think it's good enough.
