Not sure what you are asking but the column is earthed at the bottom of the column by a strap across the UJ at the pinion.

sorry, not so clear!
My horn is in the turn signal arm.
I get no current or connection between the end (two contact points) and the column.
there is a current path between the column and horn.
I will close the circuit with a better ground
i also suspect the horn is dead, so i will fit a electric horn for a test
I would like to rebuild the wiring for the arm so the original arm works
I don't mind spending $60 or so for a used one. But what is to say a used one would work...

Is it from a Mini? If so you can probably get a new one from Mini Spares without breaking the bank!
