How many door glass scraper/seals?

I have found lots on this, even a good YouTube vid which unfortunately asks the same question, but no answer!
So can anyone help please?

I am building up the door window frames but can’t tell if I am supposed to fit one or two cross window sealing pad (runs horizontally at bottom of visible window when it is closed).
So I’m talking about the metal and cloth scrapers, should there be one on both sides or just the outside?
There seems to be a pretty big gap on inside but there was no seal there initially.

Ps if there is a seal, I presume you use the same clips as the outside strip?

Looking at my S4 frame right now. There are two lengths per frame. The outer is secured with 5 clips directly over the bottom lip of the horizontal rail. The inner also has 5 clips but because the rail is deeper there are 5 slots in the rail to accept the clips.
