S4 Federal headlight crossbar

Update: I removed the crossbar and found nothing out of the ordinary. As I suspected
the bar simply has a large washer welded on each end, with a 1/4" hole to allow the 1/4 x20
headlight pod pivot bolt to enter. The hole in the bar *may* be worn, as it measures
.258" but I'm not going to worry about it. The pivot bolt *may* be worn at that point but
a visual inspection shows it to be ok.

I'll pursue getting the vacuum system working later.
