Rebuilding +2 door hinges

According tho the PO (and receipts), my car has brass bushes fitted, and it was done recently (in terms of mileage and time).

For some reason they sag, despite being well lubricated with copper grease. Could that be because the pin bolts are loose? I'm assuming here there are bolts at the bottom of the pin going up through it:
