Anatomy question

I've disassembled the car to fix things that need fixing and to respray it.

When I got the car, the block that is the fixing point for the upper end of the windscreen tension rod was not attached to anything - it was just floating, within the vinyl trim. No machine screw.

So now I want to fix it correctly. So the questions are:
- What type of head should the screw have?
- Does the screw head sit atop the aluminum hood retaining strip, or underneath it?
-- If atop, I assume there's some sort of spacer between the top rail and the retaining strip. What are the dimensions of that spacer.

Slotted stainless cheese-headed screw on top of aluminium strip, 10mm dia x 5mm spacer below.
