The top item looks like part of the steering column bulkhead seal.. a Triumph part.

The other part looks to be distributor hold down clamp, but am not positive.

I agree about the top piece, that it retains the rubber bulkhead that seals the steering column, but the bottom piece looks more like an upholstery clamp than a distributor clamp

Thinking more about the bottom piece, it appears to me to be half of a boot lid lock body that holds the actual key and knob. I've never had a S4, so maybe they come apart in 2 pieces, where the earlier Ser 3 the body is a casting and one piece.

If it does what I think and is made the way I think, you need to have not just one, but a pair. I can take a pic of mine, but again it is a S3 and has a "T" handle, where your S4 is mare of an "L".
