I think that's just a metalised foil tape over the balance weights.....you see it on race cars sometimes...to stop them flying off.....

Correct, the prior owner applied the tape to be sure the wheel weights stay put.

Interesting Tires. Did you get them in the US? Or are they Tyres obtained across the pond?

The tires are Dunlop Formula R D83 J 165/70 R13, they were sourced from the UK by the prior owner - they are no longer available.
