What are these clips?

My 1973 Sprint FHC has a pair of rusty clips under the nose. I've attached pics of one side. I presume they have been added by a previous owner. Not sure for what purpose, perhaps a clip on number plate - anyone any ideas?

Yep, number plate fixings thgat have been bent back...same as my old 'N' registration Plus 2.
