Bill,
Prior to 2001 the method of measuring vehicle fuel economy changed (you may remember they used to quote a steady 90kph, 120kph and an urban figure) the new test uses a different drive cycle and gives urban and combined numbers. also at this point they started quoting CO2. If you go as far back as the original Elan then it didn't even have to be measured.
For this reason it is very unlikely that the goverment will apply retrospective CO2 legistation beyond 2001. (they simply don't have the data).
The key item for those of us who own 73 cars is to watch what happens to the "standard" tax bracket, I am hopefull that this will not change though as I see very little chance of our current non driving car hating PM lasting past another election and the Tories seem more old car freindly.
If you want a rough idea of your CO2 emission divide 6710 by your fuel economy (petrol) in UK mpg and this will give you an idea.
ie 30mpg is around 220g/km
