For what it's worth, on my iMac, the yellow banner at the top takes up almost half the real estate on a permanent basis regardless of scroll. This may be because I zoom pages so I can read them. John

I have the banner set as pinned, this is so that the navigation buttons remain in view and you don't have to scroll to the top of the page for them.
However there is another setting which I have just activated that makes the banner disappear when you scroll down and reappear when you scroll up.

So hopefully that solves the viewing issue for you and makes it better for everyone else as well?
