Pretty sure it would have been at Lotus Pete, as they were making them. As the block came from Dagenham and the head from Wolverhampton, via JAP in Tottenham in the Cheshunt days, the only sensible place to stamp the block and head with the same numbers was when they were together.
As a rule, Chassis numbers are applied to cars when they are complete and running cars. The same goes for engines...the components (i.e. a block) wouldn't have been stamped up before the engine was complete.
Ford also had a different system for identifying their engines, where the engine number was the same as the chassis number.
