Can Anyone Help Me?

Hi Everyone,

This is my first post and hope that some one can help me on a decision I may make in the next couple of days. I currently own an '01 Honda S2000 and in the market for another roadster as a project car. I am looking at a '91 Elan S100. The seller is telling me that it needs a cam angle sensor. I know this is an external unit probaly like the VTEC controller on the S2k but my question is this. Would this keep the car from going above 4K rpm?
