To build a twin cam race engine from scratch to Hart 416B type specifications would cost around $15000 to $20000 so that is not an unexpected price for a virtually new engine. The Hart heads had lots of metal removed from them during the modifications and were not intended for a long life so I would be careful of any original Hart head that had done a lot of race time.

HI
My Hart has the3 small valve head, small valve versions (1.625" intake & 1.375" exhaust)
and seems to have plenty of meat left.
It came from a formula car with .50 lift cams and 12.5 nominal compression but was too peaky for my overweight Elan (around 1860 lbs.with overweight driver and fluids)
Way to peaky for my Elan. switched to .470 cams and much improved with good power to 8500 rpm but very marginal on the street.
Now I no longer race it so I put in .440 or .420 cams (bad memory) with different cam (104? or 106?) timing and 10.5 compression.
Very tractable with good power over 3000 and comes on the cam around 5800. power drops off at 7200. loads of torque.
Dyno runs were for break in and set up only so no reliable power figures.
