Mystery label

While underneath the car yesterday (replacing fuel tank) I noticed something hanging down next to the diff. It came loose with a tug, and turned out to be the remains of a label.
Does anybody recognise this and/or knows what it says? The second word looks to be "train", and I think the first word ends in "nger"...
It could be nothing to do with the car, but it's odd how something could get stuck to the bottom so far up.

I read the red text as "UNDER TRAIN". Newspaper headline regarding something gory?

the last three letters are almost certainly GER or CER
the previous letter seems to be an N, but could possibly be a M or W if it is wrinkled
the letter before that almost cannot be an A, and although it appears the top of it is thick for an E, what else could it be?
and looking at the letters to the far left, PASSENGER TRAIN does start appearing likely
