If by "complete" you mean all there, it certainly would meet that description...however, if by "complete" you mean a complete wreck, that too could apply

Seriously, it needs a LOT of love - the engine won't turn, it doesn't have an undamaged panel, the chrome is all rusted, the lights are cracked, the cockpit is mouldy...but if you are up for doing it all yourself, it could be a great project
