Changing Picture Sizes

Often you may need to reduce a picture size to upload it to a website or to email it.
The best way is to use a proper image editing program, such as Photoshop Elements or Gimp or many others, but there are some existing free tools you can use.
The more recent versions of Paint can do resize:

Apparently the older one can have its arm twisted to do it too:

But the simplest way to do a simple resize is the Microsoft PowerToys image resizer.
