Yes, because the ‘stuck’ valve would not allow the two chambers to equalise so that there would be a constant vacuum allowing the air pressure chamber to be permantly pressurised.

I have never experienced but it seemed to happen a lot in Scimitars for some reason.

The Car Builder Solutions servo would appear to have a very similar looking valve to the Lockheed servo.
