Please remind me , I've forgotten.
This is going through a new shell and I can't recall which size hole I need.
I believe 'PART A' rests on the bulkhead from the inside and the hole is big enough for the whole cable to go through, ie 11.03mm?
The 9.97mm bit sits within PART A up to the point where the cable sheath starts.
Is there a grommet?

Yes there is a substantial grommet in the bulkhead and your part A should be a snug fit through it, that provides the mount for the lower end of the ratchet tube. Can't help with the hole size but it's going to be your 13.6mm dimension plus the grommet thickness. Both S J Sportscars and Paul Matty supply it as part of an engine bay set, not 100% certain but I believe it's the one arrowed below ... the heater hose ones are next to it for size comparison.
