Damper top nuts

Amongst my suspension adventures, I'm installing new top-rubbers on the front dampers. The old rubbers were too perished to give a good indication, but am I correct to assume that the first nut doesn't need to be terribly tight, just enough to hold everything firmly in place without seriously deforming the rubbers? And will I need to check this again once the suspension is under load?

I found that compression was determined by getting the lock nut on.

I thought the compression of the rubbers was predetermined by the upper washer bottoming out on the shoulder of the mounting stud ? If you have the correct rubbers for the damper you are using I don't think you should need to be adjusting it - just tighten it down with the car sitting on the ground and lock it.
