Front hub felt grease seal

I removed the hub from the upright and the felt seal was left on the upright. Also there was a thin rubber gasket around the felt but was loose, bigger than the felt diameter. The felt looks in good shape.
In pictures on the web,the felt seal seems to be one with the metal retaining ring. The repair manual is vague or just assumes I'm not an idiot.
Basically, is my seal broken or is the felt separate? And what was the rubber gasket around it? I don't see it any any pictures or diagrams.

Scott,
From memory, there is a thin rubber gasket between the upright and calliper mounting plate. Is this the one you are referring too?
The felt seal and metal casing are separate to this as they attach to the hub itself.
The felt seal and metal housing are usually a single combined item. I do not see any harm reusing the felt seal if it's good condition as it will be held in place by the hub once it is attached to the stub axle.
