Weber carb issue

I have had the engine out of my car for a gearbox change and am in the final stages of bolting on the ancillaries. I picked up the carbs last night to give them a wee clean and noticed the plate, shown below in the diagram between the 2 throats of one of the carbs, was hanging off with the top screw missing and the other finger tight.
The plate is listed in exploded views as the "cap for pump opening". Does this mean accelerator pump? I note some of these plates have a central hole, mine does not. Is this important?
The parts seem to be availble to order from weber distributors so I should be able to put it back together OK.
